"The Paranagama Commission on Missing Persons has recommended the Gambian model to try war crimes under the Sri Lankan judicial system.
The so-called Paranagama Commission is officially known as the Presidential Commission to Inquire into Complaints on Missing Persons. The chairman of this three-members commision is Maxwel Paranagama, who is a retired High Court Judge.
It’s an ongoing debate in Sri Lanka if international judges, for example of Commonwealth nations, should be included in war crime probes. The UN Human Rights Commission demanded this in order to guarantee trust of the Tamil population that investigations and jurisdiction will be unbiased. But the Sri Lankan government opposes it, because the involvement of foreigners in the national judicial system would undermine Sri Lanka’s souvereignty and incense large parts of the Sinhalese majority population.
